1. Project Overview: The Horgutu Hydropower Station is located in Hejing County, Bayinguoleng Mongolian Autonomous Prefecture, Xinjiang Uygur Autonomous Region. It is the third-level hydropower station in the "two reservoirs and seven levels" development plan for the middle reaches of the Kaidu River. The project site is about 25km away from the river channel of the Chahan Wusu Hydropower Station that has been built downstream, about 188km from the east Hejing County Highway Mileage, and 237km from the Korla City Highway Mileage.

The first hub engineering standard (C1 standard) project includes the first hub dam (including the ecological unit dam section, drainage dam section, energy dissipation area, and the right bank water-retaining earth and rock dam section), the power generation and water diversion tunnel section (including the water inlet) (0+000.00m~4+360.055m), fishway and other related civil engineering and metal structure installation, the mechanical and electrical equipment installation project of the main and auxiliary factory buildings of ecological units, and the left and right banks grouting leveling project. The first phase, second phase and third phase diversion projects shown in the contract requirements and construction drawings; the first hub building and foundation treatment project; temporary construction roads and bridge projects divided in the section; the first hub, water inlet and fish path metal structure installation and grounding equipment installation project; ecological unit electromechanical equipment installation project; construction road projects, etc.; construction branch tunnel roads and construction branch tunnel projects; construction branch tunnel inspection and access doors and embedded parts installation projects in the construction branch tunnel of No. 2. The first hub buildings include: left bank fishing road, left bank ecological unit dam section, left bank sand rushing dam section, left bank flood discharge dam section, right bank gravel dam section and other projects.
