1. Project Overview: The water resource allocation project in the central urban area of Shiyan City uses Pankou Reservoir as the water source, and uses the newly built Pankou Reservoir to Majiahe Reservoir to divert water, and uses the newly built Majiahe Reservoir to replenish ecological water use to the urban area. This project focuses on urban living and industrial water supply in the central urban area of Shiyan City. By returning ecological water squeezed by the city, it improves the water use conditions and water ecological environment in the water-receiving area, and creates conditions for improving the ecological environment of Baierhe urban section. The project scale is a medium-sized project such as Sichuan. The main buildings such as tunnels, inverted siphon culverts, and concealed culverts on the water supply line are level 3 buildings, the main buildings such as tunnels, culverts on the water supply branch are level 4 buildings, and temporary buildings such as construction diversion cofferdams are level 4. The total length of the water diversion line of this project is 73.139km, of which the length of a thousand lines is 68.984km and the length of the branch line is 4.155km. The main buildings include 4 inverted siphon 1.782km, 1 concealed culvert 0.201km, 4 tunnels 67.001km, 3 control gates, 3 retreat gates, and 1 Baierhe water inlet gate. The pile numbers of the water diversion line are: Pankou Reservoir to Majiahe (K0+000~K68+984), and Majiahe to Baierhe Reservoir (ZK0+000~ZK4+155). The water transfer method of this project is to transport water without pressure throughout the entire process, and there is no water separation along the Thousand Water Diversion Lines. The average water diversion volume for many years is 166 million m3.

The main construction tasks of the third section of the water resource allocation project in the central urban area of Shiyan include: Jundihe inverted siphon, concealed culvert, water transmission tunnel, mechanical and electrical and metal structure installation, etc. The water transmission tunnel adopts an open TBM excavation with a diameter of 4.03m, with a length of 13767.15m.
